I'm 5'1 170+/- lbs. my inseam is 29. These fit mid thigh above the knee by 2-3 inches. I have most of my weight in my hips though I am working to get this off. I ordered XL as I don't want these to fit too tight. I love them. I wear them now and are so comfy. I am happy with the cut, length and fit. They do not sit at my waist bit right above my hips. If you want the to fit at your waist I would order a L if my size is your size. I would be worried about them being too short at that height for myself but you do you. Pockets aren't deep but would hold ChapStick and tissues. Not phones.
